In the republic as a whole, as of August 1, the average share of readiness of boiler houses in municipalities is 49.7%, with a planned level of 60%. Heating networks are completed by 63.4% against the planned level of 65%. The percentage of readiness of water supply networks is 59.4% out of 60%, the housing stock is 50.9% out of 60%. This issue was also repeatedly considered at meetings of the Commission; instructions were given to pay off the debt and announce tenders for the subsequent conclusion of an agreement for the supply of fuel for the 2018-2019 heating season. Throughout the past heating season, Eravninsky, Kyakhtinsky, Mukhorshibirsky districts and the city of Ulan-Ude made timely payments for the supplied fuel. Since the end of the 2017-2018 heating season, the republic has seen a decrease in debt by 93.2 million rubles or 63%. The enterprises of Bichursky, Ivolginsky, Kurumkansky, Mukhorshibirsky, Pribaikalsky, Selenginsky, Khorinsky districts and the city of Severobaikalsk made full payment for previously supplied fuel. Measures have also been taken to reduce the debt incurred by enterprises in the Barguzinsky, Bauntovsky, Dzhidinsky, Zaigraevsky, Kabansky, and Kizhinginsky districts. Hereditary railway worker

The future head of Buryatia was born in the Chita region, in the city of Petrovsk-Zabaikalsky. The Tsydenov family are hereditary railway workers, both on the father’s and mother’s side. It is known that her grandfather, Dorofey Shutyuk, worked on the railway in Harbin in 1904.

Education

Initially, nothing foreshadowed that the son would not follow in the footsteps of his grandfathers and great-grandfathers. He naturally continued the dynasty, entering the Far Eastern State University of Transport after graduating from school in Chita. He chose the organization of transportation and management of railway transport as his specialty - these skills clearly came in handy later.

At the university, Tsydenov was known as an activist - he was the leader of the trade union and worked in the department of socio-economic development of the university. During the holidays he worked as a conductor on the Borzya-Moscow train.

From Russian Railways to private owners

After graduating from university, he entered the Far Eastern Railway - first as an accountant, then as a sector head and as a department head. In 2002, he headed Dalneftetrans LLC, and in 2004 he took the position of general director of Far Eastern Transport Group OJSC (DVTG OJSC).

It is worth telling more about this company, although this is usually not done. OJSC DVTG is one of the first independent railway operators in Russia and has united two companies - CJSC Dalneftetrans and Dallestrans. The firms were engaged in the transportation of oil and timber, respectively. Both companies were founded by the famous businesswoman Raisa Parshina in partnership with Yuri Goliusov (Parshina is still the chairman of the board of directors, Goliusov became an adviser to the general director on general issues).

The years when OJSC Far Eastern Transport Group was headed by Tsydenov were happy for the company. In government

JSC DVTG was severely crippled by the crisis of 2008, when there was a sharp reduction in container cargo transportation. But Tsydenov was no longer there. The former general director became deputy head of the Department of State Policy in the Field of Railway Transport of the Ministry of Transport of the Russian Federation. In the passport of a citizen of the USSR, where his nationality was indicated, Tsydenov was recorded as a Buryat. But he had never been to the Republic of Buryatia, and even if he knew the language, he had forgotten it.

And yet, three years ago they wrote that Tsydenov could become the next head of Buryatia. On an all-Russian scale, he was ideal - of suitable nationality, absolutely Russian aspirations and upbringing. Whichever way you look at it, you can’t find fault.

The predictions came true on February 7, 2017, when the President of Russia appointed Alexei Tsydenov as the acting head of Buryatia “until the person elected as the head of the Republic of Buryatia takes office.” Naturally, he won the elections in September of the same year with an overwhelming advantage, gaining 87.43% of the vote.

National traditions

In addition to Buryat and Russian, Alexei Tsydenov also has Circassian blood flowing in his veins, and his wife’s grandmother is Jewish. Therefore, he treats questions of nationality accordingly - with such a mixture of blood, who (and why?) should we count the children?

Maybe that’s why the main promoter of national Buryat culture in the Tsydenov family is not the head of the republic, but his wife. After his appointment to the post, Alexey Sambuevich himself once spoke about this - he insists that he learn Buryat and even set a deadline.

She completed her residency in Moscow, received the specialty of phthisiopulmonologist, and worked with Professor Stakhanov. And then the second son was born. Not without hesitation, Irina agreed - and, as she later said, she realized herself “in the field of everyday life, children and a reliable rear.”

Even the opportunity to implement certain projects, taking advantage of the position of the first lady of the republic, Irina Tsydenova approaches with caution - they say, the children are accustomed to their mother being always nearby.

Children

There are four children in the Tsydenov family. The eldest son, Ilya, studies at the Bauman University - as his mother noted, he deliberately chose a specialty different from his father’s. The middle one, Georgiy, is the most positive and always smiles. The youngest - Leo - is very small, he was born in 2016.

There is also a daughter, Kira. Her appearance turned out to be a pleasant surprise - usually the Tsydenovs give birth to boys. As the mother said, the child is fighting, but in moderation.

And to the journalist’s question whether parents ever argue about raising children, Irina Viktorovna answered laconically. “And when you argue with him, he’s not at home.”

Tsydenov’s income over the last three years has been approximately the same - about 3.5 million rubles. The wife, unlike some other housewives, does not have any millions. Irina Viktorovna, hello! Please tell us about yourself. What city were you born in? In what family?

– I was born in Chita. In an ordinary happy family. I am the second child, I have an older brother. Like all Soviet children, they went to kindergarten. I graduated from physics and mathematics school. There, in Chita, she entered the medical academy. In my third year I met Alexey and got married. As students, we moved to Khabarovsk. There she graduated from the Far Eastern State Medical University. I completed my residency in Moscow at the Second Medical University. I am a phthisiopulmonologist, I worked with the wonderful Professor Stakhanov. And then the children were born. Our first child was born in Chita, and in 2005, Georgy was born to us. Then Alexey suggested: “Let you take full care of your daily life and family, and I will think less about the house and take care of my daily bread.”

Was it difficult for you to decide to give up your own career?

– Now, as the first lady of the republic, you can realize yourself in other areas.

– I look at this opportunity positively. But I prefer to do anything thoroughly and well. Doing it “satisfactorily” or poorly is not for me. I am a perfectionist; if I do something, it means that it must be completed. All projects need to be thought through deeply first. And here the question arises: will I have enough time to do this and will the children be left without proper attention? Our children are accustomed to the fact that their mother is always there, that they can solve everything with their mother and discuss any problems. Therefore, a balance will need to be found.

How did you meet Alexey Sambuevich? How old were you and how did he captivate you?

– All acquaintances are banal. We are no different from others. We met as students. He studied at the Transbaikal Railway Institute, I studied at the Medical Academy. They often spent time together as a group and relaxed. Everything was always organized and fun for them. Apparently because Alexey studied there. He invited the guys to picnics, they celebrated holidays together, went to museums. But I practically didn’t have that much free time - I had school, big heavy books that definitely needed to be read. But by some miracle the stars aligned. Alexey and I met by chance at my mother’s friend’s place. Her daughter studied with Alexei and was friends with his closest friend.

– Was it love at first sight?

“I didn’t think about it then, I only had studies and a career on my mind.” Then it turned out that he had seen me before, we lived in the same area.

– Is it really on your initiative that Alexey Sambuevich is now learning the Buryat language? Why is this so important to you?

- Still, they are drilling. He has wonderful parents. Dad, Sambu Tsydenovich, and grandmother know the Buryat language perfectly. When we met, they often spoke to each other in Buryat. At that time I was still thinking: “How can this be? Everyone in the family speaks, but Alexey doesn’t know his native language.” Alexei immediately began telling him that he had to learn it, especially since here they were, native speakers. We had these conversations after the wedding.

– Do you follow Buryat traditions? Celebrating national holidays?

- Of course, we celebrate. I support all traditions in the family. We have a Buddhist altar at home - gungarba. I regularly call Alexei’s aunt, if I don’t understand something, she enlightens me on this matter. We celebrate Sagaalgan, I make buuzas with a bang. Recently Alexei’s sister came, we made buuzas with her, and gave her a test. She praised me and said that I was doing great.

You have four children - this is a feat in our time.

- There is nothing difficult here. It’s difficult with the first one, but with the second, third, fourth it’s no longer difficult. The most important thing is regime and discipline, that’s all. Children must follow the regime, especially in the era of gadgets and computers, from which they cannot be torn away. All our children play with gadgets at strictly defined times, and at the same time, they must first do something for themselves and for the home.

– You are a strict mother, and Alexey Sambuevich is a kind father?

- Of course, kind. Because he doesn't see them much. He misses them terribly, they miss him too, they love him madly. Of course he is everything to them. And I, since I am around 24 hours a day, sometimes play the role of a strict mother, because there must be some kind of teacher. But I always reach an agreement with my children. And if we have come to some kind of agreement, then I ask that if they give a word, they keep that word.

Please tell us about the children.

– Every mother loves her children and believes that they are the best and dearest to her heart. The eldest son Ilya studies at the Bauman University, this is his dream, he has wanted to go there since the ninth grade. He studies on his own, no one helps him, he deliberately chose a specialty different from his father. He said that he would build his own path in life, he is a very independent child. He has his own opinion and knows how to defend and justify it. I’m proud of him, at 19 years old he’s a great guy. The middle one, Georgy, is also stubborn. He has a sparkle, is mischievous, humorous, and loves to use sharp words. He is the most positive person for us: no matter what happens, he smiles all the time - this is all from Alexey. Including the fact that he never gives up. And our youngest baby, Leo, is still very small.

Which child took after their father? Usually girls look like their father, so does Kira?

– Yes, the Lord gave us one girl, this is such happiness. We didn’t expect her to appear at all, it was a big surprise. In Alexey’s family there are only boys, only his aunt has a daughter - Alexey’s sister, she is the only one, the rest are all brothers. I was already mentally prepared for the fact that we would have a regiment of soldiers. Since Kira is growing up among boys, I won’t say that she is soft and shy. She is growing up with us like a fighting child, but everything is within acceptable limits. I like that she is smart and, most importantly, honest. I always support this in children, so that they are kind, understand what is good and what is bad, be decent, love people regardless of status or material wealth. They just have to love people, because people are the most important thing we have. Sometimes friends can come out of nowhere, but if we treat them badly, they can go nowhere.

How do you spend your leisure time together?

- Very funny. Alexey doesn’t sit still with us. We always go somewhere, see something, travel somewhere. We have practically no time to sit or lie down. Our vacation is always useful and active. The children are already used to this, they are also active, not homebodies. They should be like that, that's normal. It’s not normal when children are not interested in anything. And when they are inquisitive, when they constantly pull you somewhere - you need to see something, have time to go somewhere - that’s great.

What was the last time you went out together?

– Alexey and I were at Dasha Namdakov’s exhibition. Later I also took the children there separately, we really liked it. A brilliant artist. When we go on vacation with our children, we love to travel, visit exhibitions and museums. We went to Baikal. Beautiful nature, wonderful people. The children are delighted.

– Do you argue with your husband on some issues related to raising children?

- No. And when you argue with him, he is not at home. Our understanding of human upbringing coincides. The most important thing is that we grow up to be good people - that’s the main thing. Life will fix the rest itself.

– Do you have assistants, nanny?

– We hired a nanny just now, with our fourth child. I couldn’t keep up with anything anymore; I need to pay attention to older children. A wonderful nanny, we found her in Moscow, she is a Kalmyk by nationality. An open, decent person. I can entrust her with the most precious thing - a child.

Does Alexey Sambuevich consult with you on work issues? Does he talk about problems?

– Very rarely, because the house was created for relaxation. And work should stay at work. When he crosses the threshold of the house, I rarely question him, only in those cases when he looks very sad. If I see that everything is fine, then I don’t have to ask him about work, because otherwise he starts to worry again, gets involved in work, and his mood can deteriorate. Sometimes he asks for advice, I tell him what I think. But he does as he sees fit. I can give some advice, but he has his own head, and I think he uses it very well.

How do you feel about politics? What should a politician be like?

– Honest to yourself and to people. After all, politics is, first and foremost, elected by the people. The world always tests your strength, throwing you a lot of different life situations. He's watching how you get out of it. If you come out of the situation with dignity, it’s good. There is always a thin thread that pulls you to a decent exit, and you must use it all the time.

– Alexey Sambuevich is now a public person. How did you feel about this?

– He cannot be a non-public person, he has such charisma. Alexey is very sociable. Due to the fact that he wants to bring a lot of benefit to each of his workplaces, he communicates with so many people from different fields, many people know him. By the way, in Moscow we went to various events together. Therefore, I think that in terms of publicity little has changed, but there has been much more responsibility. He is a "restless" person. He will definitely go and look at the areas several times a year to check whether there have been any changes. I think and believe that everything will be fine.
